Closed-Door Seminar I: New Role and New Position:  Development of Shanghai as an International Financial Center under the “Dual Circulation” Framework

Recently Chinese leadership has proposed the “dual circulation” development strategy that takes domestic circulation as the mainstay, with domestic and international circulation reinforcing each other. As an international financial center, how should Shanghai strengthen its roles as a “central hub” and “strategic linkage” in these circulations? How should Shanghai define its positioning and areas of competence? Externally, how to better align with existing international rules to lay an institutional foundation for higher-level opening? Internally, how to lead the Yangtze River Delta region in building up competitiveness in global asset allocations, foreign capital attraction and multi-level capital market development so as to support the region’s high-quality development?

In April 2016, the RMB-denominated Shanghai Gold Benchmark launched by Shanghai Gold Exchange (SGE) played a complementary role to LBMA and COMEX gold prices, thus significantly enhanced the price discovery mechanism of the global gold market.

In October 2019, the listing of NYAuT+N contracts and Shanghai Gold Futures contracts by SGE and CME, the successful outcome of the two exchanges’ cross-market cooperation project, ushered in a new era of the collaboration among international gold markets.
