Recently Chinese leadership has proposed the “dual circulation” development strategy that takes domestic circulation as the mainstay, with domestic and international circulation reinforcing each other. As an international financial center, how should Shanghai strengthen its roles as a “central hub” and “strategic linkage” in these circulations? How should Shanghai define its positioning and areas of competence? Externally, how to better align with existing international rules to lay an institutional foundation for higher-level opening?
